Meet the President
On January 1, 2003, the Board of Directors of Constellation Technology
Corporation appointed William E. Swartz, Ph.D. as President and Chief
Executive Officer of Constellation Technology. Dr. Swartz had been Vice
President and Director of Analytical Services with the corporation.
Bill received a Ph.D. in Chemistry from the
Massachusetts Institute of Technology in 1971. His technical specialty was
surface analysis using techniques such as x-ray photoelectron and Auger
spectroscopy. He held Post Doctoral positions in the Department of
Chemistry at the University of Georgia and the Center for Materials Science
at the University of Maryland before becoming Assistant Professor of
Chemistry at the University of South Florida. At USF, Bill rose through the
academic ranks and became Professor and Chairman of the Department of
Chemistry. In 1986, Bill left the
academic world and became Manager of Advanced Instrumentation and
Development at General Electric Neutron Devices Department (GENDD). GENDD
was a contractor for the US Department of Energy charged with the
production of electro-mechanical components for nuclear weapons. With time,
he managed polymer, chemical, metallurgical, ceramics, and nondestructive
evaluation laboratories for GENDD. Each of these laboratories performed
Process Development materials research relevant to the GENDD mission. When
GENDD became Lockheed Martin Specialty Components, Bill also managed the
Manufacturing Engineering group charged with making designs generated by
the DOE National Laboratory network manufacturable. In 1997, Bill joined
Constellation Technology as Manager of Analytical Services. Bill’s
leadership enabled the Analytical Services Laboratory at Constellation to
achieve accreditation by the American Association for Laboratory
Accreditation (A2LA) for chemical, mechanical and nondestructive testing.
The full, three-discipline scope of accredited analysis is perhaps the
broadest of any A2LA accredited laboratory.
Bill brings many years of technical managerial leadership and an
extensive knowledge of materials technology, process development and
analysis to the position of President and CEO at Constellation Technology.

Meet the Board of Directors

Major Gen. Randall West, U.S. Marine Corps. (Retired)
Major General Randall L. West (ret) is currently the
Vice President of Robison International Inc., Washington, D.C. where
he serves as a consultant and advisor to industry, DoD and the Congress
primarily on matters of National Security and Policy.
He also serves on the Board of Directors for
Paralyzed Veterans of America and is a member of the White House Commission
on remembrance.
Major General West is a graduate of the University of
North Carolina. He has an MBA from Auburn University and a master’s degree
in national defense and strategic studies from the Naval War College.
General West had a distinguished career in the Marine
Corps including assignments to the Republic of Vietnam, Desert Storm, a
legislative fellow assisting the House appropriations committee with
national security and defense matters and lessons learned from Desert
Storm, and senior advisor for the Deputy Secretary of Defense for Chemical
and Biological Protection.
Donna Swartz, Principal Scientist
Ms Swartz is a Principal Scientist for the Constellation Analytical Laboratory. Her particular areas of technical expertise include wavelength and energy dispersive x-ray fluorescence spectrometry, thermal analysis, x-ray diffraction, gas and liquid chromatography, Fourier transform infrared spectroscopy, and classical methods of analysis.
Prior to Constellation, Ms Swartz was a senior chemist with Lockheed Martin Specialty Components. Her responsibilities ranged from method development for analytical x-ray fluorescence and diffraction analysis of materials to consolidating three laboratories into one and instituting protocols for the laboratory operation including quality control, contract management, and administration.
Ms Swartz holds a Bachelors of Engineering Degree from the University of South Florida in Chemistry.
Gail Rogers, CFO and Director of Contracts
Ms Rogers was hired as an employee in July 2003 as the Company’s Director of Contracts and became the CFO in the spring of 2005. Most of her career (since early 80’s) has been in the government contracting industry as a CFO or a Business Management Consultant for national and international companies working for the Federal Government.
Some areas of her expertise include cost accounting, software conversions, budgets, indirect rates, proposal development, negotiating contracts, contract management and administration, DCAA audits and compliance issues, and policies and procedures. She has also participated in corporate strategic planning conferences, developed the structure of cost pools and rates for varies business and advised on the cost implications and developed a training course on Government Cost Accounting Practices for USF SBDC/PTAC.

Neal Werner, Director of Business Development
Neal is Constellation Technology’s main contact for customer support. As Director of the Business Development unit, he has full responsibility for customer satisfaction and service, complete technical and managerial oversight, and acts as customer Point of Contact for all major programs. Neal also acts as Program Manager for Constellation Technology’s Airworthiness Verification Program support to the US Army (AMRDEC). With over 30 years of customer support and technical managerial leadership experience, you can depend on Neal to insure that Constellation provides the best available analysis and support.
